SEGIR Global, Business, Trade and Investment (GBTI) II Indefinite Quantity
Contract
CARANA is pleased to continue collaborating with USAID on the Support for Economic Growth and Institutional
Reform (SEGIR) GBTI II. CARANA and our subcontractors will provide a full range of services to USAID/Washington
and USAID Missions throughout the world. Our support will encompass all major areas of business, trade,
and investment development and reform – particularly on devising and implementing robust strategies to
promote real economic growth, reduce poverty, graduate transitional countries from aid to trade, promote
open competitive markets, develop the private sector, and mobilize private financing. CARANA’s GBTI II
consortium includes a significant number of woman-owned, minority-owned, Veteran-owned, and disadvantaged
small businesses, academic institutions, not-for profit organizations, and other private firms that will
provide specific technical expertise. CARANA is also a subcontractor to The Mitchell Group, a minority-owned
small business that is a GBTI II contract recipient.

SEGIR Privatization II Indefinite Quantity Contract
CARANA Corporation is pleased to continue collaborating with USAID on the Support for Economic Growth and
Institutional Reform (SEGIR) Privatization II Indefinite Quantity Contract (IQC) as a Prime Contractor.
The goal of SEGIR Privatization II is to deliver the resources necessary to better understand and overcome
ownership related obstacles to developing countries in the areas of competition, market access, regulatory
reform, and institutions. The objective is to assist economic systems, sectors, or clusters to increase
productivity, jobs, and incomes - while providing consumers with better choice, quality, and prices. The
CARANA Consortium builds on its systemic approach that emphasizes the overall dynamics and performance
of economic systems. In this approach, the emphasis is as much on facilitating new entrants and ensuring
competition and a level playing field, as on the transfer of ownership and/or management of state assets.

| SEGIR Commercial, Legal, and Institutional Reform
(CLIR) Indefinite Quantity Contract
As a subcontractor to the IRIS Center at the University of Maryland, CARANA has been awarded the SEGIR-CLIR
IQC. SEGIR-CLIR task orders are intended to focus on a range of inter-related categories of commercial
law and related institutions, including: property rights, commercial dispute resolution, competition
policy, consumer protection, regulatory policies and practices, corporate governance, bankruptcy, public
procurement, accounting, e-commerce, and contract law. The type of constraints to be addressed by SEGIR-CLIR
include not only inadequacies in law “on the books” but also deficiencies in the ways that governmental
organizations uphold and enforce the law, non-government organizations interact with or use the law,
and the underlying connections between norms and values present in society and the formal legal system.
Missions can use these specialized resources to procure various services, including short and long term
technical assistance, training, analysis via assessments and diagnostics, grant management, and administration
and capitalization of loan funds.

Rule of Law (ROL) Indefinite Quantity Contract
As part of a team headed by Management Services for Development, Inc. (MSD), CARANA Corporation has been
awarded the USAID Rule of Law IQC. The purpose of this IQC is to support transition to, and consolidation
of the rule of law, and the promotion and protection of human rights throughout the world. The MSD Team
includes experts in the law - criminal, civil, commercial, environmental, non-profits - and experts in
strengthening legal institutions - court administrators, judicial trainers, IT and court automation, and
law school administrators. Specifically, CARANA Corporation will provide anti-corruption and corporate
governance expertise on this IQC.

Technical Assistance Indefinite Quantity Contract
CARANA is serving as a subcontractor to RTI under the recently awarded Decentralization/Local Governance
Strengthening Technical Assistance Indefinite Quantity Contract, which provides services to USAID’s Office
of Democracy and Governance. This global, five-year contract award has a ceiling of $500 million and
provides technical assistance services to USAID Missions in the areas of decentralization, participatory
government and public management. CARANA will provide critical linkages between democratic governance
and economic growth activities at the local level, particularly in fragile, failing and failed states.

EGAT Information and Communications Technology Blanket
Purchase Agreement (BPA)
CARANA is part of a team lead by SRA International that was selected by USAID to deliver ICT technical
services for Missions and USAID offices worldwide. This contract, sponsored by the Information and Communications
Technology (ICT) unit of EGAT’s Office of Infrastructure and Engineering, is designed to provide a broad
range of services to expand the benefits of ICT to USAID’s cooperating countries. The BPA is designed
to be accessible to Missions and USAID offices globally and offers a wide variety of solutions to USAID,
the Department of State, and Department of Commerce including: delivery of ICT expert services; ICT project
design, development, and implementation; telecommunications sector reform interventions; support for

As a subcontractor to Nexant, Inc, CARANA Corporation has been awarded the Energy & Environment
II Indefinite Quantity Contract. This USAID IQC provides energy sector technical and advisory assistance
worldwide to promote economic growth and reduce long-term threats to the global environment. The IQC
will provide short and long-term advisory services and technical assistance in the areas of energy sector
reform, utility management, energy efficiency, renewable energy, and technology transfer. The primary
goal of the IQC program is to promote economic growth and reduce long-term threats to the global environment
through the more efficient generation, transmission, distribution, and use of energy in selected countries.

CARANA is member of Abt Associates' consortium for the RAISE Plus Indefinite Quantity Contract. The
IQC is is a broad based, multi-faceted, USAID field support mechanism to provide short and long-term
technical assistance that promotes the systemic shifts necessary to achieve more competitive and sustainable
agricultural and rural sectors in developing countries. RAISE Plus focuses on environmentally sustainable,
market driven development of food and cash crops, livestock, forests, fisheries, tourism, wildlife, and
