The Palestinian Agribusiness Partnership Activity (PAPA)
is a USAID funded program taken on by Carana Corporation to
foster rapid economic growth and employment opportunities
in Palestine. This $80 Million program will assist the critical
needs faced by agriculture and agribusiness in the West Bank,
Gaza and Israel. The basic approach to the PAPA project is
one of economic development through direct engagement with
private sector agricultural and agribusiness firms. PAPA consists
of three comprehensive and innovative components: 1)
Palestinian Agricultural and Agribusiness Rehabilitation
(PAAR) is a three year program for investment in
the Palestinian private agricultural sector value chain-agro-industrial,
agribusiness, and agricultural enterprises-in the West Bank
and Gaza to expand existing business development growth, trade,
export, and employment. Simultaneously, PAAR will assist to
encourage, foster, and support alliances between Palestinian
and Israeli agribusinesses.
2) Gaza Disengagement Program (GDP) will
implement a program to facilitate the security, transfer and
operation of commercial Israeli settlement greenhouses to
a Palestinian management caretaker firm. The Palestinian caretaker
firm will operate and manage these greenhouses commercially
until they can be privatized. The program will also develop
additional land for greenhouse horticulture. In addition,
Carana understands the likelihood of repairs and renovations
that may be needed to improve greenhouses’ performance. Therefore
Carana will work closely with the caretaker firm to ensure
that repairs are made to greenhouses in a timely manner and
with no harvest interruption.
3) Palestinian Agricultural Training and Extension
(PATE) will provide training and extension services
to Palestinian agricultural producers and processors to upgrade
the quality and food safety as well as the hygienic and sanitary
conditions of processing and post-harvest handling facilities.
